Can foreigners found associations?
Under Article 93 of the Turkish Civil Code, foreign natural persons with the right of settlement in Türkiye may found associations or join existing ones; this condition is not required for honorary membership. Article 92 makes the activity of foreign associations in Türkiye, the opening of branches and participation in federations subject to permission from the Ministry of Interior after the opinion of the Ministry of Foreign Affairs. Article 3 of the Law on Associations No. 5253 states that natural or legal persons with legal capacity have the right to found associations without prior permission; the same law penalises cooperation with foreign associations and organisations headquartered abroad without the permission of the competent authorities.
