· Author: Grand Emlak
Owners renting their Antalya holiday home by the day or week have needed a permit since 2024; this article summarises the Official Gazette rules.
What did the law introduce?
Law No. 7464 on the Rental of Residences for Tourism Purposes, adopted on 25 October 2023 and published in the Official Gazette of 2 November 2023, sets the procedures for renting residences to natural and legal persons for tourism purposes; rentals of more than one hundred days in a single term are outside its scope. The permit is issued by the Ministry of Culture and Tourism, through governorships where necessary, and Articles 1 to 6, 18 and 27 and provisional Article 1 entered into force on 1 January 2024. The permit application must include a decision taken unanimously by the unit owners of the building. In buildings with more than three independent units, permits may be issued in the same lessor's name for at most twenty-five percent of the residences; if the number of residences requested by the same person in the same building exceeds five, a workplace opening and operating licence is also required. Responsibility for guest identity notification under Law No. 1774 lies with the permit holder, and the plaque prepared by the Ministry is hung at the entrance of the residence. | Continuing after the fine | TL 500,000 |
| Continuing despite all sanctions | TL 1,000,000 |

| Not handing over the residence or not refunding after payment | TL 100,000 / TL 200,000 |
| Not providing information and documents to the Ministry | TL 50,000 |
These amounts in Article 4 of the law apply separately for each residence; the Ministry guide likewise states that those renting without a permit face administrative fines starting at one hundred thousand lira per residence, and that misleading advertising or failing to provide the promised conditions are fined separately. The regulation: application and property standards
Under the implementing regulation published in the Official Gazette of 28 December 2023, all applications are made through e-Government and physical applications are returned unassessed. A residence must have at least one bed, toilet and bathroom, living area and kitchen, hot and cold water, a fire extinguisher and a smoke detector; capacity may not exceed twelve people, excluding children under three. The permit holder publishes a legible copy of the permit on every platform used for advertising; the first inspection takes place within thirty days of issue and later ones at least every two years. The regulation entered into force on 1 January 2024. Source: Official Gazette – Regulation on Tourism-Purpose Rental of Residences (28.12.2023), accessed 08.10.2026
According to the Ministry's application guide, the permit is issued only to natural and legal persons who own the residence or hold a registered usufruct or superficies right, and for residences in high-quality complexes to the management company authorised to let them; a tenant under a long-term lease cannot apply. Persons without a foreigner identity number apply through a representative. A natural person submits a passport copy, a signature declaration where needed, a current title deed record, in multi-unit buildings a notarised copy of the unit owners' unanimous decision, in housing estates the decision of all owners as well, and a notarial power of attorney if applying by proxy. Those starting after 1 January 2024 obtain the permit first and applications are concluded within thirty days; for existing operators the deadline was 1 February 2024. The guide of the Istanbul Provincial Directorate of Culture and Tourism explains that rooms of a permitted residence cannot be let separately to different people, that the permit holder must meet the obligations of Law No. 1774 on identity notification and Law No. 6698 on personal data, and that every change such as adding a residence or changing the address triggers a new permit and plaque fee. The tax side
Income from short-term rental is also income from immovable property. According to the Revenue Administration's 2026 information sheet, the exemption for 2025 residential rental income is 47,000 TL, the return is filed through the Pre-filled Return System between 1 and 31 March 2026, and those choosing the lump-sum method deduct 15 percent of the remaining amount as expenses.
