Kaleiçi harbour: ancient port, municipal operation

According to the Antalya Metropolitan Municipality's Kaleiçi page, the yacht harbour is a semicircular natural port built in the Hellenistic period; its entrance is 110 metres wide, a chain once ran between the entrance towers, and the Papal fleet placed its coat of arms on the breakwater towers in 1472. The harbour houses the Marine Biology Museum, displaying about 500 species, and the Toy Museum founded in 2011; the Forty Steps connect the harbour to Kaleiçi. The Culture Portal notes that the ancient harbour in Kaleiçi is used today as a modern marina and that day-trip boats run tours along the cliffs. Under the regulation approved by Metropolitan Council decision no. 1125 of 14.12.2018, the harbour is operated by the Marina and Kaleiçi Branch of the Municipality's Resource Development and Subsidiaries Department; the regulation governs the characteristics of day-trip tourism boats, mooring and harbour entry-exit traffic. Licences for skippering: ADB and KMT

According to the Ministry of Transport and Infrastructure, the Amateur Sailor Certificate (ADB) requires 10 hours of online theory plus 4 hours of practical training at sea given with the Turkish Sailing Federation; applications are made via adbs.uab.gov.tr and the card is collected from a Port Authority or printed with a barcode from e-Devlet. The Short Range Radio Operator (KMT) certificate is issued through online training and examination only. Source: Ministry of Transport and Infrastructure, accessed 08.10.2026

According to the Directorate General of Maritime Affairs' FAQ, the ADB can be obtained by Turkish and Northern Cypriot citizens and by foreigners holding a Turkish residence permit; applicants must be over 14, with parental consent under 18. The certificate covers private boats used non-commercially for leisure, sport and amateur fishing, between 2.5 and 24 metres in length; the pass mark is 60 out of 100 and the certificate does not expire.
